I saw this look awhile ago in a teen magazine, only it was done with a bright purple. I just exchanged the purple for blue.And I didn't use eyeliner, I used the bright blue shadow from HIPS Sassy duo with a liner brushed dipped in water. Surprisingly it stayed for a long time.
